Outcomes reporting fails for a predictable reason: the data needed to show impact is decided after the activity is over. Attendance is easy, satisfaction is easy, and then the harder levels — did learners gain knowledge, express competence, report a change in practice — depend on questions nobody wrote before launch. A general-purpose LMS records completions. It does not know what Moore's framework asks for, so it does not ask.
Evidence collected as the activity runs
IQ Apparatus treats outcomes as part of activity design. Participation gives you Level 1 and 2. Pre- and post-assessment on the same objectives gives you Level 3 knowledge gain, measured per learner and per question rather than as a single pass rate. Case-based and interactive components give you Level 4 competence — what the learner would do when the decision is theirs. Evaluation questions and learner action plans capture Level 5 self-reported performance change, including the specific commitment the learner made at the end of the activity.
Levels 6 and 7 when the data exists
Patient and population outcomes cannot be measured inside a learning platform, because they happen in practice. What the platform can do is hold the link. When your organization or a partner posts patient or population data back through the API, it is attached to the activity and the cohort that generated it, and Levels 6 and 7 become reportable against the same activity record that carries the earlier levels. Nothing is estimated on your behalf.
From evidence to submission
Because outcomes live on the activity record, reporting is an export rather than a rebuild. Outcomes data assembles into per-activity and per-portfolio views, feeds PARS-schema exports, and can be filtered by accreditor, credit type, profession, and date range. Commercial bias questions are injected into evaluations automatically, so the bias evidence expected at audit is collected on every activity by default. Series and multi-module activities keep evaluation, pre-test, post-test, and debrief data per module rather than collapsing it into a single summary.

Outcomes measurement starts on Pro, alongside the planning application, disclosures and mitigation, and PARS reporting. Starter is the launch tier — unlimited learners, branded marketplace selling, custom branding, bulk enrollment, core analytics, and certificate management — and does not include outcomes.
